Explain how each of the two presidential administrations approached the issue. | President Biden holds that access to healthcare is not an honor but a right for every American. Therefore, citizens should not be forced to choose between paying for food or prescription drugs (The White House, 2021). In his Build Back Better Agenda that aims to decrease the exorbitant cost of prescription drugs, President Biden appealed to the legislature to tackle the predicament and empower Medicare to negotiate prices of medications. Similarly, Biden’s administration has proposed policies to impose penalties on pharmaceutical companies hovering their prices faster than inflation rates (The White House, 2021)
Biden has also issued an executive order that appeals to the Centers for Medicare and Medicaid Services (CMS) to take into account compensation frameworks to lower prices of prescription medicine and regulate spending (Qian, 2021).

Through his American First Agenda, President Trump proposed many policy changes that targeted to significantly decrease the cost of prescription cost, such as finalizing a decision to support the importation of prescription medications from Canada at affordable costs, introducing a campaign to halt global scrounging in the pharma market, and reducing prices of prescription medicine for the first time in five decades (The White House, 2021). In 2020, Trump issued four executive orders targeted to decrease medication prices, including reviving his government’s plan to remove drug rebates that would allow restricted importation of medications for personal use and raise senior’s medical insurance premiums (Seeberger, 2020) |

Facts
- In the U.S., the cost of prescription medications is >2.5 times the cost of similar medications in Canada and European countries (Rajkumar, 2020)
- On average, an American citizen uses at least $1200 annual on prescription drugs
- Available data show that the primary drivers of the rising cost of prescription drugs are brand-name medications (Mulcahy, 2021).
- Brand-name asthma medication, Flovent, cost $152 in New Zealand, Australia, and in the U.K versus $780 in the U.S. Likewise, Abilify, a brand-name depression drug costs $5/pill in Canada versus $34/pill in the U.S. (Mulcahy, 2021)

Summary
The worldwide outlook for prescription drug use and expenditure affects the prospects of the health of populations, insurers, and life sciences firms across the globe. Projections from IQVIA show that the international pharmaceutical market will surpass the $1.5 trillion by 2023, with the core drivers of the >6% compound yearly growth rate being the U.S.(IQVIA, 2021). In 2020, it was projected that the U.S. would spend an estimated $350 billion on prescription drugs of the anticipated $1.3 trillion global spendings (Rajkumar, 2020). The mounting costs of prescription medication reduce finances available for other public expenditures and impend healthcare budgets. Besides, prohibits Americans from low-income households from accessing medical care (Rajkumar, 2020). Based on the above facts, I request you to sponsor a bill that places a limit on out-of-pocket expenses for prescription drugs considered to be medically required by a physician and eradicate physician payments for prescription drugs.

It may seem to you that healthcare has been a national topic of debate among political leaders for as long as you can remember.
Healthcare has been a policy item and a topic of debate not only in recent times but as far back as the administration of the second U.S. president, John Adams. In 1798, Adams signed legislation requiring that 20 cents per month of a sailor’s paycheck be set aside for covering their medical bills. This represented the first major piece of U.S. healthcare legislation, and the topic of healthcare has been woven into presidential agendas and political debate ever since.
As a healthcare professional, you may be called upon to provide expertise, guidance and/or opinions on healthcare matters as they are debated for inclusion into new policy. You may also be involved in planning new organizational policy and responses to changes in legislation. For all of these reasons you should be prepared to speak to national healthcare issues making the news.
In this Assignment, you will analyze recent presidential healthcare agendas. You also will prepare a fact sheet to communicate the importance of a healthcare issue and the impact on this issue of recent or proposed policy.
To Prepare:
- Review the agenda priorities of the current/sitting U.S. president and at least one previous presidential administration.
- Select an issue related to healthcare that was addressed by two U.S. presidential administrations (current and previous).
- Consider how you would communicate the importance of a healthcare issue to a legislator/policymaker or a member of their staff for inclusion on an agenda.
- Use your Week 1 Discussion post to help with this assignment.
The Assignment: (1- to 2-page Comparison Grid, 1-Page Analysis, and 1-page narrative) with a title page. This is an APA paper. Use 2-3 course resources and at least 2 outside resources.
